Lead service lines — the pipes connecting the municipal water main to individual homes — were the standard installation material for residential water connections until they were banned for new construction in 1986. Millions of homes built before that date may still have lead service lines, lead solder in copper pipe joints (also banned in 1986), or lead-containing plumbing fixtures. The Flint, Michigan water crisis brought widespread public attention to lead in drinking water, but lead plumbing exposure is a risk that predates and extends well beyond that specific event.
The health implications of lead exposure through drinking water are well-established and particularly serious for children under 6 and pregnant women — there is no safe level of lead exposure for children, and the neurological effects of early childhood lead exposure are irreversible. The good news: the steps to assess and address lead plumbing risk are practical and available to every homeowner.
How to Find Out if Your Home Has Lead Plumbing
The first step is identifying whether your home has a lead service line — the pipe from the street main to your house. Your water utility is required by EPA regulations to have service line material records and many are making these records publicly accessible. Contact your utility and ask specifically whether your service line is lead.
For plumbing inside the home: homes built before 1986 may have copper pipes joined with lead-containing solder (the joints appear dull silver and are often rough-looking rather than smooth). Homes built before 1930 may have lead supply pipes (which appear dull silver-gray, are soft enough to scratch easily with a key, and don’t attract a magnet). If you’re unsure about any pipe material, a water test is the most direct diagnostic.
Water Testing: What to Test and How
A first-draw water test — collecting water that’s sat in the pipes for at least 6 hours (typically the first water drawn in the morning) before any flushing — captures the worst-case lead exposure scenario. This is the test specified by the EPA’s Lead and Copper Rule for its most conservative assessment.
Testing labs certified for lead testing are available in every state — your water utility or state health department can provide a list. Test kits are mailed to you, you collect the sample following the instructions (which specify the 6-hour stagnation period and the sampling method), and you mail the sample to the lab. Results take 1–2 weeks. A lead concentration at or above 15 parts per billion (ppb) — the EPA action level — indicates a need for immediate intervention.
Short-Term Mitigation While Awaiting Assessment or Replacement
While a full service line replacement is being planned or while awaiting test results, flushing the tap before drawing water for drinking or cooking significantly reduces lead concentration. Running the cold tap for 30–60 seconds (or until the water is noticeably colder, which indicates fresh water has reached the tap from the main) reduces lead from first-draw levels in homes with lead service lines.
An NSF-certified lead-removing water filter (look for NSF/ANSI Standard 53 certification — not all filters remove lead, and the certification is the only reliable verification) provides ongoing protection at the point of use. Pitcher filters, faucet-mount filters, and under-sink filters are all available in lead-removing certified versions. Use only cold water for drinking and cooking — hot water dissolves more lead from pipes than cold water does.
Permanent Solutions: Service Line Replacement
The only permanent solution to lead service line risk is replacement of the lead service line with copper, PVC, or HDPE piping. This is a significant undertaking that requires excavation from the street main to the home — typically a $3,000–$8,000 project depending on line length, depth, and local labor rates.
Many municipalities are actively replacing lead service lines under federal infrastructure funding and may offer programs for partial or full replacement funding for homeowners. Contact your water utility to ask about any available replacement programs before paying for private replacement. Several cities have committed to full lead service line replacement programs that include homeowner side replacement at low or no cost — knowing whether your municipality has such a program is the first step in the permanent solution planning.
